PA is lacking in Fo4, has a lot of potential but very little of it is realised.
What the hell? Raider PA might have awful item HP but lucky you this one has 4x higher than usual, so it's just about as durable as a good PA piece whilst offering substantially less protection. Legendary effects would be a compelling reason to set mix but all the effects from the NW are matching set and pretty much every other legendary PA piece is T-60 except the seemingly quite useless Peizonucleic T-51 and Tessa's fist which is.
